Your DDA Case Resource Manager is the gateway. Washington cut its waitlist by 98 percent between 2020 and 2023, so access here is genuinely open in a way it is not in most states, and the sensible advice is to apply while that is true.

WHO TO CONTACT, IN ORDER
Five different offices, and they don't talk to each other. Disability services, health coverage, and income each run through a separate agency — applying to one does not start the others. Ask each office for the name of the person you spoke to and write down the date; if something is later denied, that record is what an appeal is built on.

Developmental disability services
This is the office that decides whether your child is eligible for disability services. Ask for "intake" or "eligibility determination" by name. In Washington, you contact DDA regional office.

Health coverage — Apple Health
Almost every waiver and personal-care route requires this first, and it is decided by a different office from the one above. Apply in parallel rather than waiting.

Help at home, and who can be paid for it
Unless you say otherwise, services come the traditional way: the agency picks and pays the providers. Self-direction — where you get a budget and hire your own people — is opt-in almost everywhere and is not offered automatically. Here it is called Individual Provider model. Ask for it by that name.

Income — SSI
Federal, so it's the same everywhere: 1-800-772-1213 (TTY 1-800-325-0778). There is no minimum age — you can apply for a newborn. Until 18, the parents' income is deemed to the child, so an early denial is usually about that rather than the child's disability. In many states an SSI award also opens Medicaid automatically — ask when you call.

RUNNING IT YOURSELF
In many states you can control the budget and hire your own people — including, sometimes, family. Most families are never told this is an option. Here's what we've verified for Washington; where we haven't verified an answer we say so — it does not mean the answer is no, and it is worth asking.
Can you control the budget?
Only on the Individual and Family Services waiver, and it is a capped annual amount rather than a pot you control freely. IFS gives an annual individualised budget set by your assessed support level, and your service choices have to match your Person-Centered Service Plan and stay inside that budget and the per-service caps. DDA can extend the limit case by case, but only through prior approval for a specific service request.
Can a family member be paid to provide care?

Who is legally the employer of the people you hire?
Split, and Washington gives you no choice of model — you are the MANAGING employer, and a single statewide Consumer Directed Employer is the LEGAL employer of your worker
How freely can money move between services?

Can the budget buy things, not just staff time?
Not as a general purchase authority on the DDA waivers. Washington does have an individual directed goods and services benefit, but it sits on the New Freedom waiver run by ALTSA for older adults and people with physical disabilities — not on the DDA waivers an I/DD family uses. What DDA offers instead is a set of named items you request individually: Assistive Technology, Specialized Equipment and Supplies, Specialized Clothing, Therapeutic Adaptations, Environmental Adaptations and Vehicle Modifications. Ask for the item by its service name; there is no discretionary pot to spend.

Your income does not disqualify your child.
Washington DDA determines waiver eligibility on the individual's own income and medical need; parental income is not counted.
